Reclamation: includes any action of removing the source of pollution to attain the limit values in accordance with the intended use of the area (art. 6 point l) of the Ronchi Decree). At this stage, all parts considered 'dangerous', they become 'inert', ie deprived of harmful substances and intended to eliminate 'safe' using equipment that minimize emissions and waste.
CER codes: uniquely identifies the type of waste transported.
The CER codes must be entered on the form. A complete list is given in Annex D of the Ronchi Decree.
Law Dlgs. 22/97: The Decree regulates the management of hazardous and non hazardous waste and non-packaging and packaging waste. The purpose that you want to pursue is to promote the recovery and disposal of the waste, without compromising human health or environmental balance. Represents a revolution in the field of waste management for both the new classification introduced, on the tougher penalties for offenders.
Temporary storage: Temporary storage has been defined from the point k) of art. 6 of the Ronchi Decree. In general, it states that the producer or holder of waste may group themselves, prior to harvest if they are between 10 cubic meters for hazardous waste and 20 for non-hazardous waste, or they must be removed every two months the first, the quarterly the second.
Holder: the term holder Decree 22/97 point c) of Art. 6 describes the producer of the waste or the natural or legal person who holds them. Holder, then, is the one that produces waste, or other property which it intends to discard, or accepted the goods by the manufacturer (for example, the company responsible for the collection and disposal of third parties).
Disassembly: is the moment in which the equipment is dismantled in order to process with the selection of materials and the isolation of the contaminated components. Disassembly can be done manually, by trained professionals, or through specially designed equipment.
Formulary: The formulary identifies the waste transported and must be issued for each type of waste taken over. Must contain both the data identified the carrier, the producer / holder and the recipient, and the signs of the place of departure and arrival. The same is issued in quadruplicate (one in the producer / holder of waste, the transporter, a person, a dated and is returned to the producer / holder).
Security measures: according to Legislative Decree 22/97 art. Point 6 m), is found in all intervention for containment or isolation definitive source of pollutant as compared to the surrounding environmental matrices. MUD: Unique Form of declaration shall be drawn up in order to report annually to the Cadastre of Waste competent authority, the quantity and quality of the waste products or processed.
Producer: the Ronchi Decree defines art. 6 b) producer anyone whose activities produce waste and the person who carries out pre-processing or mixing or other operations resulting in a change in the nature or composition of the waste. Within the category of waste producers includes both companies that produce waste products, both private dismettono goods and useless products, and companies that deal with the pre-treatment (disassembling, cleaning, cleaning, etc..) of waste.
Collection: the collection is the operation of collection, sorting and mixing of waste for the purpose of transport (Article 6 paragraph e).
The collection must be carried out according to the guidance given by law, by grouping the waste class and must allow the safe transport of waste.
This must be done by companies appointed and authorized, using vehicles suitable to not cause the accidental release of hazardous substances or outside in general the dispersion of waste into the environment.
Recovery: is the collection of all recyclable materials (precious metals and non-ferrous metals, plastics, rubber, glass, etc.)..
Once channeled into homogeneous groups, they are taken over by companies authorized to recover them.
The recovery mode permitted by law are listed in Annex C of the Ronchi Decree.
Cargo register: consists of a series of papers stamped by the Registry, to which must be added to the information on the qualitative and quantitative characteristics of the waste, to be used for the purposes of the annual report to the Land Registry.
Recycle: at this stage all the subjects grouped by genre and type are re-entered in the machining cycle, ie, they are treated appropriately and sent back into the production cycle in order to obtain finished products.
Refurbishing: functionality is to return to the machinery in good condition. In this phase the equipment are subjected to careful checks and specific processing in order to reconstitute the efficiency of the apparatuses - regenerating the hardware and software components or, if necessary by installing new ones. So remanufactured equipment are subjected to strict tests in order to verify the operational capabilities, then put on the market by a licensed contractor.
Waste: The category of waste includes all those goods which have a residual capacity of work, such as expired products, items unusable, waste production or consumption, substances which no longer and in general all the products which the holder does not further use. The Ronchi Decree defines waste as any substance or object in the categories set out in Annex A which the holder discards or intends or is required to discard (Article 6 a).
We can’t call waste, a product with spare working capacity.
In this case it may be sold if the safety components are intact. The burden of proving the conformity of the equipment with the seller, through an assessment or self-declaration.
The sale of reusable waste can only be done by a licensed contractor.
About waste is also pronounced in the Law Dlgs. 138 of 8 July 2002 art. 14, it provides an authentic interpretation of terms disposes of or intends and is required to discard.
More details:
•discards: is defined as any conduct whereby a substance, material or goods are disposed of or subjected to disposal or recovery, in accordance with Annexes B and C to D. Decree no. 22;

•has the duty to dispose of regards the obligation to launch a material, a substance or goods to recovery or disposal as provided for by law or by the nature of the product, or if applicable the list of hazardous waste listed in Annex D of Law Dlgs. n. 22/97.
In addition, the decree states that does not use the decision to dispose of goods, substances and residual materials to production or consumption if either of the following conditions:
• if they can be and are in fact and objectively reused in the same or a similar or different production or consumption cycle, without undergoing any prior treatment and without harming the environment;
• if they can be and are in fact and objectively reused, in the same or a similar or different production or consumption cycle, after undergoing prior treatment without requiring any of the recovery operations listed in Annex C of the Ronchi Decree.
Technological waste: are all waste from electrical and electronic equipment (WEEE), ie all those devices listed in Annex IA and IB of the European Directive on WEEE (dishwashers, washing machines, small and large appliances, televisions, computers, etc.).
Disposal: means all those operations on the removal of waste from the processing of the machines and all the parts considered non-recyclable or reusable. The same must take place in complete safety without causing the dispersion of substances into the environment nor produce polluting emissions. The list of disposal operations under the law can be found in Annex B of the Ronchi Decree.
Storage: according to the Ronchi Decree disposal activities consisting of the operations preliminary storage of waste referred to in point D15 dell'allegati B, and the activities of the retention of materials referred to in point C of Annex R13 (Article 6 point j). More specifically, the storage comprises the operations of collection and mixing of waste safely, according to similar classes of membership, in suitable places.
Treatment: consists of the reclamation of parts considered as contaminated by harmful substances polluting the environment. More specifically, during the step of treating the materials are shredded, pulverized or comminuted and boxed in order to be directed to the recovery or disposal.
